The National Occupational Health and Safety Commission - NOHSC (now Safe Work Australia) Code of Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005)] requires all managers of residential, commercial and industrial buildings operating as a workplace to hold an asbestos register and asbestos management plan on site. The code is supported by the Occupational Health & Safety (OHS) legislation in most Australian jurisdictions.
Local Councils require a submission of an Asbestos Survey Report or Hazardous Materials Survey Report (HAZMAT) for buildings constructed prior to 1990 as part of a Development Application (DA) documentation.
The OHS legislation require that removal of asbestos is undertaken in accordance with the Code of Practice for the Safe Removal of Asbestos NOHSC:2002(2005).

SESA provide the asbestos consulting services in NSW and ACT by qualified and experienced occupational hygiene consultants holding membership with the Australian Institute of Occupational Hygienists (AIOH) and are Licenced Asbestos Assessors for all works undertaken in ACT as required by State/Territory Legislation.
Asbestos & Hazardous Materials Survey and Register
We survey your building(s) of any size to identify asbestos containing materials (ACM) in building construction materials, plant and in soil. The survey will involve visual inspection, representative sampling of suspected ACM and testing for asbestos fibre identification by NATA accredited laboratory. The number of samples we collect will depend on the purpose of the survey, your budget and legislative requirements. Where no sampling is performed all suspected ACMs identified by our experienced consultants will be presumed to containing asbestos. The inspection will document the location and condition of the ACM identified or presumed, accessibility and likely disturbance. A qualitative risk assessment of the exposure to asbestos fibres will then be performed and priority action will be assigned to each identified ACM situation with required control measures after confirmation of analytical results. If asbestos fibre air monitoring is required to assist in the risk assessment, this is provided at the time of the survey at a reduced cost. The scope, methodologies, findings, conclusions and recommendations of the survey are then documented on the Asbestos Report which also includes the Asbestos Register or the ACM Register.
Where required by the client we extend the scope of the survey and assessment to cover some or all hazardous building materials including lead based paint and lead dust in ceiling and on surfaces, synthetic mineral fibre (SMF), Polychlorinated Biphenyls (PCBs) in Capacitors and ozone depleting substances.
Asbestos Management Plan
Once ACM is identified on a site and is to remain in-situ an asbestos management plan (AMP) is required under the legislation to be developed and implemented for the site to control the risk of exposure to airborne asbestos fibres. Where other hazardous building materials are identified on site the AMP can be developed as part of a Hazardous Building Materials Management Plan (HBMMP) to control exposure to all hazardous building materials identified on site.
SESA consultants are experienced in developing the AMP and the HBMMP and will assist you in managing the risk of identified ACM and other hazardous building materials on your site. We also facilitate management meetings and consultation with stakeholders on the AMP and the HBMMP and any updates.
