NABERS is the National Australian Built Environment Rating System. The NABERS System allows individuals or businesses to compare buildings using a five star rating system. Buildings are rated on their energy, water or waste efficiency, or indoor environment quality. A rating of zero stars means the building is inefficient compared to other buildings, while a rating of five stars means the building is very efficient. To improve the energy efficiency of Australia’s large office buildings, the Australian, Sate and Territory Governments introduced Commercial Building Disclosure Legislation with the Commercial Building Disclosure (CBD) program which requires any commercial office building that is over 2,000m2 NLA that is for sale or lease, to obtain and disclose an up-to-date NABERS Energy Efficiency Rating on any form of advertising during the first year of the program commenced 1 November 2010.

From 1 November 2011, a Building Energy Efficiency Certificate or BEEC must be publicly accessible on the online Building Energy Efficiency Register and presented to the potential tenant or purchaser of a commercial office building of more than 2000 m² NLA by the building’s owner.
The Building Energy Efficiency Certificate (BEEC) includes:

• NABERS Energy star rating for the building
• General energy efficiency guidance.
• Field sampling and measurements and laboratory analysis for indoor environment ratings.
